CENTRAL BOARD OF EDUCATION
T he ordinary monthly meeting? of the Board was held yesterday. Present: Mr Barnieoat (chairman), the Bishop of Nelson, Messrs Djneker, Jackson, Leighton, Shepbard, Campbell, Talbot, Fell, Condell, Fairhall, Catiey, Bout, Burrell, Malcolm, Wastney, Holland, and Barn. The minutes of the last meting were read and confirmed. ■I he report of the Finance Committee was read and adopted, With a slight modification. (See Appendix A.) The report of the Committee of Works was also read and adopted. (See Appendix B.) The consideration of a letter from Messrs Adams and Kingdon, recommending that certain deeds should be registered, was postponed until the Secretary could obtain further informaiion as to the nature of tho deeds Referred ;io, and as to the cost of placing the lands included in such deeds under the Land Transfer Ac'. A letter was read from the masler of Spring Grove School, requesting the Board 1 to permit him to defer foi* two or three months his residence in the master^ ihouee at Spring Grove. ' A letter was also read from the Spring Grove, Committee, requesting the Board to insist upon the master at ouce resuming occupation of the echool-house at Spring Grove. ; Resolved, That the Board do not grant the master the special permission he asks for beyond Nov. 1, 187G. ' A letter was read from the Spring Grove Committee enclosing a letter from a parent, complaining olf the improper and unduly severe punishment of a boy by the master of Spring Grove school. of the charge, with a view to their reporting to the Boar-*. A letter was read from the Motupipi Committee, referring to the occupancy of the Clifton School Reserve since the mistress has received a rent allowance. The Secretary was instructed to reply that the mistress is still entitled to occupy the reserve, so long as the conditions exacted by the Board as to keepiag the land in good order are complied witb. The Motueka Committee having requested the Board lo accede to Miss Guy's application for an addition of £12 to her salary on the ground that she teaches sewing, and Mr Burn having moved that tbe sum applied for be granted, the Secretary was instructed to refer the Motueka Com-'* mittee to the revised scale of salaries adopted, which precludes the Board Irom complying with the Committee's request. Resolved, That the application of thr Collingwood Committee for permission (o deviate from the authorised plan of Ihe teacher's house now huildiog there be referred to the Committee of Works, who are empowered to deal with the question. Resolved, That this Board, while fully recognising the necessity of inflicting reasonable punishment, is of opinion that the offence of beating a child on the bead should subject a teacher to the cancelling of his certificate.
NOTICES OF MOTION.
1. By Mr Dencker — Tbat members representing more committees than one have a vote for each committee they represent. 2. By Mr Campbell— That from Octobtr Ist the salary of the master of Cobden School be increased by £10 per annum. 3. By Mr Shephord— Tbat £10 annually be also added to the Balary of the W stport School. 4 By Mr Fairhall— That £10 per &duuib be also added to the salary of tbe master of Lower Wak- field School. 5. By Mr Burn— That £12 per an num be added to the salary of the assistant at Motutka. Bank overdraft, October 2, £52 17s.
Appendix A.
Nelson. Oct. 2, 1876. To the Chairman of the Central Board ot Education. Sik — Tho Fitmuce Committee of the Central Board beg lo report as follows: 1. Thnt tbey have ascertained tbat there are eight schools in country districts where tbe teacher is still unprovided with a house, but that in their opinion there are only two really pressing cases — Brunnerton and Dovedale. Before recommending auy further outlay on buildings in the present uncertainty as Jo the financial position of tbe Board, they bave thought it advisable to send to the Nelson members of the House of Representatives an estimate of tbe probable requirements of the Board for the nine months endiog June 30ib, 1876, 2. With regard to tbe memorial from four masters of Town Schools, tbe Committee recommend that their fixed salary be raised, in each case, to Ihe extent of £10 per annum, dating from Ist Ootober. Appendix B.
Nelson, Oct. 2, 1876. To the Chairman of the Central Board of Education. Sir — The Committee of Works beg to , report as follows on the several matteiß referred to them by the Board: 1, Thet tbey have authorised the expenditure of £25 on repairing the house at Neudorf. 2. Tbat tbey have accepted Messrs Bethwaite and Robertson's tender of £265 for the new schoolroom in Tas-man-street, this being tbe lowest of nine tenders. 4. That tbey bave sanctioned tbe payment of £20 for new closets at •Cobden and Brunnerton. 4. That they have approved of a plan for a cottage at Happy Valley, drawn by Mr J.. Scott, uud bave called lor tenders by advertisement. 5. That they have accepted Mr McVicar's tender of £20 for re-shingling the school at St- ko. I have, &c, A. B. Kelson, Chairman.
