During a discussion in the Legislative Council upon the proposed central prison at Taranaki, the Hon. Captain Frazer said that "In his opinion Westport was the place where a large associated gaol shoulJ be built. There were no engineering difficulties in the way of forming a port there; and as there was a lar^e amount of coal there, it would be found profitable to work the field by prison labor." His motion to the effect that the construction of a prison ut New Plymouth should be delayed until further injuirj hod been made, was lost by 14 to 7.
