THE FINANCIAL BILL.
Owing to some error at the tran-mitting station the following portion of the abstract of the Financial Bill which we published on Saturday did not reach Nelson until after we had gone to press. The former part of the telegram was in our hands by two o'clock: — ■.
All railways are to be the property of the Colony, and the provincial districts a»e to be re'iavod of all liabilities in respect thereof. The provincial railways of Otago and Canterbury are to be taken over by the General Government at a valuation. The unexpended portion of the Middle Island railway fund is to be credited to the district Water-races and Buch like are to be vested in the governing bodies of the County, such works to be kept in repair by the County, and in case of neglect the Governor may withhold the sub-s-idies. The Governor may agree to place ia 10,000 towards the ccmplttion of the Mosonul Water Race in addition to the existing appropriation, but on condition that the governing body of the County complete the said race. Sections 14 to 16, IS to 22, and 2t, of the Abolition of Provinces Act are repealed.
