SOENE IN THE NEW SOUTH WALES LEGISLATURE.
At 5 'o'clock on the morning of April 20.th*>»j (says* 'the*' Sydney Echo) the Legislative Assembly of New' South Waleß had the appearance of a tap-room rather •.tt.an,, that of a -Chamber in which the --..representatives of the ipeople had met' tb eetisibly deliberate and conduct the public business. . The floor Was littered .wiih .*orp rpaper, sickly, yellowfaced, arid übkempt members lay or sat about the benches, while .one or other bf ' them talked anything, and jokes r -and y. bursts of laughter were as < common, and, as frequent as they.-ai-e, in the smoking-room. The Government were determined to press Mr 'Dibbs's * motion respecting the agreement between them and the Bank of TNev? fto a division, agd the dpposition, or the few ,of the.m that IWerein the chamber, were equally determined that the House should not go to . T a< division 'until the motion had been debated., .Th.Usfa trijil of physi*k oal r ßtren^tn 'was commenced and .maintained,; thei Governoient arid 1 their a sup. porters' having l ibe •advantage 'Wf the : others by * not -•• fatiguing themselves' with speaking. Counta-out were attempted. numbers df'J times; but always unsuccessfully, and tbe greatest rubbish was 7 talked. Shortly before 5 o'olock the motion that tbe debate be adjourned was putf and negatived by 20 to 7,. and- the motion* of -Mr /Dibbs being then put, MrFarnell then roße and m.qyed the .adjournment* of the House;* 'threatening to! speak for hours, and altogether outstrip his well-known nine hours' speech. He was prevented from speaking, ito the main question, but with the frequent rests which the attempts to count put the House gave him, and the stimulating effect of, it may be, half-a-dozen glasses of water, he managed to continue in possession of tbe chair until about half-past 7 o'clock.; when Mr Dibbs's amendment was withdrawn, and the Houbo having resolved itself into Committee of Sup'ply»,2?r<> forma, adjourned until 7 o'clock in the' evening. Tbe whole spectacle was a degrading one.
