WAIMEA ROAD BOARD.

Tuesday, April 4. The Board met at the Richmond Institution, all the members present. The minutes of last meeting having been read and confirmed, The Overseer made the following report :-— " The contract for the erection of a horse-bridge at Bell Grove, by Mr Joseph Price, is finished ; also the following contracts, namely : — W. Wadsworth, gravelling by Mears', £31 ; W. Neumann, gravelling in Pigeon Valley, towards Stanley Brook, £70 lis 7d ; supplying metal at Stoke. M. Jellymap, £90 5s ; M. Ching, £27 13s; T. Gibiin, £30 ; Mr Midgley, at HoU land's bank, £52. An advance of £10 is asked for, on G. Hunter's contract, Spring Grove. A new top to the bridge, by Midgley's being required, I have ordered tbe timber, and purpose using the old stuff in protecting Pretty Bridge. Cost of borse and cart hire, aod extra labor in the various sub-dis-tricts during the past montb, are as follows : — Stoke, £15 10a 93. ; Waimea East, £20 4s ; Spring Grove, £28 12s 6d ; Wakefield, £9 12s 6d ; Waimea West, £8 6a ; Dovedale, £8 155." 'Kesolved, That the tender of J. Cockrara for renting the toll, at £400, be accepted ; also of J, Osborne, at £14 4s 3d, for a brick drain near the Bailway station at Bichmond. -. Thei Seoretary reported that the consent of the owners having heen obtained for.the proposed road through Armstrong's and Redwood's sections, tenders bad been received and accepted for making such road. Resolved, That 14 days' notice be sent to all those parties who have not paid their rates in accordance with the notice lately advertised, and tbat immediately after the expiration of that time legal proceedings be taken, the conditions on which the Government will grant a subsidy necessitating that as much as possible of the rate shonld be recovered before the close of the financial year. It having been reported that after a thorough, examination of the ground in reference to improving the access to Bridge Valley, tbe cheapest and most efficacious mode appears to be to cut a ditch at the side pf the road on wbioh Bridge Valley road exists, and thus divert the water which causes the damage.* It was resolved, that tenders be invited for next meeting, for such work. A letter was received from the Secretary of the Motueka Highway Board, forwarding a copy of the resolution of the' Board in reference to completing the road between Thorpe and the Ngatiinoti sub-district— also, a memorial from certain ratepayers in those districts, calling attention te the necessity for making such road. Besolved, That a reply be sent to these communications that the construction .of the road in question is not within the present means of tbe Board, but that tbey will attend to the matter as soon as they shall have funds at command. ,* The survey plans of proposed roads in Aniseed Valley having been laid before the Board, Mr Stratford pointedout portions of roads in the valley which he wished to be stopped up as being superseded by tboee proposed. He also stated the compensation (which he is willing to aocept in land) that, he considered himself entitled to in consequence of his land being traversed by the roads. Besolved, That a copy of the plan be transmitted to the Government, and that the roads shewn thereon, and also Mr Stratford's claim, be recommended to their favorable consideration. •- The Secretary reported tbat the Provincial Auditor had obtained* the Attorney-General's opinion in reference <* to the payment of members of Boad Boards, which is that it is not repugnant to the provisions of the Nelson Highway's Act, 1872, that the members should be paid reasonable travelling expenses, Resolved, That members of the Road Board be paid, ifor tbe ourrent Bond Board year, according to the scale laid down in the Highways Act Amendment Act of the last session of the Provincial Council. A memorial, addressed to the Provincial Secretory, by a number of inhabitants of Wakefield, calling attention to the dangerous encroachment of the Wai-iti river, and having appended a subscription list, was laid before the Board, accompanied by a request for the Board's assistance and recommendation. It was resolved that the Boird will grant an equivalent to tbe amount actually contributed, whether in money or labor, and will recommend the Government to subsidise the same. Tbo Board's attention having been called to the dangerous state bf tbe Appleby bridge, it was resolved, That the Secretary request tbe attention pf tbe Government to thie matter, urging the desirability of something being done while the river is low. A deputation from Spring Grove attended with a subscription list, and requested assistance in improving Currios' by-road. Besolved, That the Board will contribute on the usual terms, the Overseer to let the work. Warrants were signed for £512 17s SJ.
