London, March 4. The Secretary of War lor the United States has resignerl his position on account of disclosures in regard to the sale of a public post by him. Congress intends to impeach him. A loan is required by the Municipal Council of Dub'in tor city improvements, and seven times the amount required has been subscribed. The wheat market is unchanged.
