In the adjustment of Tax tion which seems imminent, I would advocate that incomes and property above a certain value should share in the common burden of taxat : on, but at the same time I believe that any necessity for greatly increasing our burdens could be obviated by a more cstrof ul and wise administration, and. by a reduction of the present extravagant departmental expenditure.
