Dunedin, Saturday. Mr Stout, M.H.R. for the Caversham District, addressel a large mcc ing of his constituents last evening. In the course of a long speech he Bkeched out what he conceived should bs the future form of Government for the colony, namely, four new provinces for both islands; a reformed Upper House, consisting of members elected by ihe Provincial Councils; the General Assembly to meet oniy at long intervals, and the functions ol the General snd Provincial Legislatures to be clearly defined.
