ME. MACANDREW'S RESOLUTIONS.

The following are Mr, Macandrew'a resolo tions referred to by Major Atkinson in his Ministerial Statement, as telegraphed to us yesterday. We quote from the N.Z. Times i — Mr. Macandrew gave notice to move, while in Committee on Abolition of Provinces Bill, that the following words be added to section 18 .•—Provided that the residue of the. land fund arising within the Otago provincial district, after defraying the charges as set forth in section 16 of this Act, shall be paid monthly to the aocount of the Board of Works of the said provinoial district to be constituted by an Act of the General Assembly (or in manner herein f ter provided), and such residue of the land fund shall be subject to appropriation by the said Board of Works within tbe said provincial district : provided always, that until an Act of tbe General Assembly has been passed to constitute a Board of Works as aforesaid, the members of the General Assembly representing tbe several electoral districts, shall be, and they are hereby constituted a Board of Works for the said provincial district ; and all powers, duties, and functions whioh immediately before the date of abolition hereunder of the said Province of Otago, were under, or by virtue of any Act or Ordinance vested in the Superintendent of the said province (excepting those referring to education), shall on the day of the date of the abolition of the said province vest in and be exercised by tbe chairman of the Board of Works of the said provincial district. Mr. Macandrew also gave notice to move, while in Committee on Abolition ot Provinces Bill, tbat the lollowing ing words be added at the end of section 9 : — Provided always, all duties and functions which immediately before the date of abolition hereunder of the Province of Otago, were under or by virtue of the Otago Education Ordinance vested in or to be exercised or peformed by the Superintendent of the said province, shall on She day of the date of tbe abolition of the said province, vest in and be exercised and performed by the chairman of the Otago Board of Education ; and all property vested in the Superintendent in trust for, and all reserves and endowments set apart for educational purposes in the said Province of Otago, shall be, and the same are hereby vested in the Otago Board of Education ; and the persons at present membera of suoh Board shall be, and continue to be, the Board of Education of the said province, anything in thie Act contained to the contrary notwithstanding, until an Act bas been passed providing for the constitution of a new Eduoation Board for Otago.
