This rumor is given with ail reserve, and it is just possible that the information may be premature, while it would for obvious reasons be inexpedient to dwell at length upon the immediate cause of the proposition ; bur, alike from the source whence the rumour, proceeds, and from the probability of the adoption of such a course, which will be easily recognized by those who make a study of European politics, it is well that the public generally should be warned to set its house in order in the prospect before us. It must be added that the scheme will render the Volunteer army a really efficient force ; a mere nominal enrolment will not exempt from the conscription, but a certificate of efficiency will be required from every one claiming exemption."
