STUDYING THE ACT.
To THE EdITO%^F THE 'EVENING MAIL.' Sir — A speaker at the late public meeting stated that he had experienced considerable pleasure in watching some of the recently elected Councillors tucking their books, containing the Municipal Corporations Acts, under their arms, anfl .carrying them home to study. This he regarded as an evidence of a deSlrs en their parts to master the cou tents of the AdW, which he failed to observe in the older members. Is it failto ask whether they had made themselves acquainted with all the clauses, or to suggest that the 47th, which provides that Councillors resigning shall not be eligible for re-election for six months, had been skipped in the course*of their studies ? It appears to me th be>flu open question whether the mere faetof tucking a book under the arm is to ' be accepted as an infallib.'e proof of the possession of superior wisdom by him who tucks. I am, &c, Blue Book.
