Cuitda Fairchild, of the Luna, deposed tbat .< in bis opinion the Rosalie was seaworthy, or, f*t ell event*, sufficiently s-> to proceed to Lunedin. The mate, W. Reid, was sentenced 'to twelve weeks, and the latter to lesser periods, with hard labor. JThe Rosalie will most likely take a fresh **cre#7and proceed to Dunedin immediately. Weclikoton, Friday. . He reviewed the legislation of the session and the ' proposed political changes, and said that the members of the Assembly, with the exception of a few who were connected wita Provincial institutions, were convinced that the abolition . of Provincialism in the North Island was necessary to the progress of the colony, and he believed that, if satisfactory machinery for local Government was substituted, the time would soon arrive when Canterbury and Otago would ask for ita extension to the Middle Island. Nelson, Marlborough, and Westland were already ripe for the change. A resolution of thanks and entire confidence in him was pai sed unanimously, as also tiie lollowing resolution: —"That this meeting is qi op'nion that the time has arrived for the -abolition of Provincialism in the North Island, and the snbs'.itution thereof of a less •,. costy system of Government, securing the -... expenditure of the lo al Government (after deducting colonial charges) in the district in which ife is rai-ed, and is further of opinion tbat the abolition of tbe provinces and the suhstisution of local government with local expenditure of local revenues should be extended to the Middle Island as soon as practicable."
