[It is with very great pleasure that we give insertion to the following letter. ' The reports that reached us of tbe scenes enacted on Tuesday night compelled ns to comment in strong tqrms upon the conduct of those of the new arrivals who took part in them, and it is gratifying tp lis, as it mnst be to the public generally, to learn that so few were implicated.
