GENTLEMEN— Waving leea invited by several Ratepayer., nnd who have also promised me their support if I would consent to be nominated rs a Councillor for tbe City of Nehon, I frankly avail myself of their kind offers. Having resided so many years amongst you, I think my principles are well known to j most of the Ratepayers. Not knowing the particular business to be done in this early stage of tbe Corporation rranag.ment, I cannot, haphazard, make any promises or pledges to carry out any particular scheme ; but I am solely induced to accept this honorable office with a view of being serviceable, and, being largely ioterestei in the City, promote every measure to insure economy and efficiency in every department. : But this I can freely promise- if my views and actions should unfortunately be at variance with the Ratepayers generally, I am ready to resign at any time, should a reasonable number of them in writing express tliat desire. GENTLEMEN,— You are called upon to fill up Four Vacancies tbat occur by the retirement of member* in the City Council. I therefore offer myself for re-election, and if returned hope to do my duty in the same impartial spirit as I have endeavored to do dnring several terms of office as a member of the Board of Works." If you do me the honor of re-electing me, I shall support such measures as may be brought before the Council for the ssnitary improvement of the <. ity. The drainage commenced shoald be carried on, for I hold this to be;the most essential work that can be carried out to ensure the health of the. City. The question of banding over to the Council the Gas and Waterworks by the Government bas received my support, and I have no doubt that it will soon be accomplished. I shall advocate the reduction of the Gas rate if it is found practicable. Now that Nelson is constituted a Municipality, I think tbat the Mayor should be ele.ted by tbe Burgesses of the City, instead of by the Council as at present I shall feel it my duty to support a measure having this for its object. I understand that the Mayor of Blenheim is electtd in this way, and that tbe method works well. I shall also advocate the division 'of the City into Wards, as this I hold is ihe only sure way of getting the City fairly represented in the Council. -, Gentlemen, if you place me in the honorable position to wbich I aspire, I will do my best to merit the confidence reposed in me.
