The Otago Daily Times, in & leader on Mr Vogel's resolutions re the North Island provinces, says that if there are n» ulterior designs on the Middle Island, no objection csn be taken by the people of Otago on their own account. The question must' be answered what form of government is to take the place of the present provincial institutions, and nothing will 6Uit the Middle Island but that arrangements should be maintained by which the local expenditure should be met by revenue locally made. The Otago, captain M'Lean, arrived from Melbourne at daylight She left on the 12th, and brings 17 silicon and 43 steerage passengers, and 400 tons of cargo for all ports.
