WAIMEA ROAD BOARD.

The Board met at the Bridge Hotel, all the members being present. The minutes of last meeting read and confirmed
The Overseer re ported that "the contract of Mr Siggelbow, lor gravelling Appleby road, ami that of Mr J. Hicketta cltaring " Trass* Valley, are now completed. Net finding suitable gravel in ths Wai-iti without screening for gravelling at Lower Waktfield I have put rr.en on to screen the same In Eighty-eight ValJev about nine chains of gravelling is required near Mr Joseph Andrews'. During the past month I have kept the carts constantly patching in all the sub-districts. The beach roid has been put in repair, coating £4 18s " Re-olved: "That the Ovcreer have the gravelling in Eighty-eight V«llpy done." The Secretary reported that having received an intimation from the Government that they would hani over the £650 accruing to the Board u«<er the Payment to I'rovinct s Act, 1873, on receipt of a guarantee signed by the Cbairnaan and one other member of the Board, thst the amount would be strictly in accordance with the schedule of proposed works already sent in, he had, according to instruction, transmitted such guarantee, and that the amount; had been paid into the Bank.
A c.rcular was received from the Provincial Secretary stating that cettain Koad Boards having neglected to collect all the rates due, the Government will be under the necessity ot withholding the payment of the votes of the Provincial Council from those Boards who fail to duly collect the rates levied.
The Secretary wa9 directed to take immediate proreeiinga for the recovery of all arrears cf rates. >
Kesolved : «• That the tender of J. Norris, ju ».,ftr clearing the road ia Trass' Valley at £ I per chain be accepted; also, that tenders be invited t >r neit mettirg for collecting and breaking stones on various sections along the Tutu line.
The Secretary reported the progress made with the new »« essment of Wainaea South, and was directed t> have the whole assessment ready by next meeting in September. A letter was received from tbe Provincial Secretary, btating that '• before finally deciding upon Mr Selling's claim for compensation, the Government with to be informed by the Board whether the road is really one of public benefit, or whether the circumstances are not as follows : That Messrs Kelling made the road through their property for the benefit of those to whom they were selling their land, and that the public referred to are the few persons who bought the land.
Kesolred, " That although the purchasers Jrom Mr KelUng are chiefly concerned in the opening and preservation of the road referred to, the jublicat large are, in the ppiniou of the Board, also interested therein, as the public road for wh'ch this becomes a substitute is hilly and impracticable, and the Hoard, after taking carefully into consideration the whole circumstances, thought Mr Kelling entitled to the sum ot £30 tor the public benefit conferred by him. Besolved, " That the Secretary apply again to the Raii way Ccmmisaioner respecting the payment of the compensation agreed upon for the Joss of the Richmond Whirr."
Mr Webby applied for assistance in gravelling portion of road at Hope near his property.
Resolved, ",Tbat the Board will contribute half the cost, as estimated by their Overseer. Mr Jordan having proposed that steps be taken to alter the ioadinDovedaleat"Eord's Hill," the Overseer was directed to ascertain the opinion of the parties whose land will be affecttd tfiereby, and to report. Mr Jordan gave notice of again bringing forward his motion as to the mode of expending the Board funds in Oovedale.
Warrants were signed for £349 7a Btf. Complaints having teen mide as to the state of the new road on Jenkin'g Hill, which necessitates double teams to take through the ordinary I01&1, the Sscretary was directed to again request the attention of tbe Resident Engineer to the matter.
Mr Martin requested assistance in repairing a by-road in Stoke, to which the Board agree! to contribute £5 to meet equivalent subscriptions j and to Mr Hildrelh's similar request for a road leading to his farm, and Mr Tunnicliff's for the road, in Trass's Valley. The Overseer was requested to examine and report.
Mr J. Busch applied to the Board to procure him a road to his land, to tfhich l»e cannot at present gain an access. . He was relerred to ,the Government, as it is not ia the Board's power to give one. Mr Tunnicliff reported that the late flood had washed away the new bridge in Trass's Valley. The Board agreed to contribute a sum not exceeding £5 to reinstate it.
Mr Kicketts attended and requested an adva>ice of his contract price f'>r gravelling, alleging that in consequence of the departure from the specification, he was unable to work as quickly as he otherwise would. The Board declined to alter the price, giving him the optioi to proceed with the contract according to the specification.
