WAIMEA ROAD BOARD.
Monday, June 15. The Board met at the Bridge Hotel. Present: Messrs Baigent (chairman), Baroicoat, Win, and Thomsor. The minutes of the last meeting having b^eu read and confirmed, the Overseer reported as follows : — " In consequence of the long droughty setison, the main trunk line is very much cut up, I have, therefore, been obliged to keep the carts constantly employed during the past month, and must still continue to do so. I have expended the sum of £35 in gravel for the sub-district of Stokp, and also £4 103 on the port road, which will cost about £25 more to keep this lino passable, which will be very essenMal, as all the metal necessary for this district must come from tbe beach. In Waimea East I have had two chains of road gravelled to test the metal taken from the Richmond pit ; it is of no use for patching, but seems to set well if a proper thickness is laid on. I should recommend that tenders be invited for carting tbe same. It will be necessary to protect the gravel pit from the force of water that will come down tbe new ditch cut by the Railway Engineer. About 20 chains of gravelling Bbould be done on tbe Appleby road, between the church and Mr Bartlett's. Two culverts bave been put in on the byeroad by Mr Sutton's, and there wants another ; the inhabitants contribute towards these. I should suggest to the Board the desirability of procuring as much broken metal ne they can along the Tutu line, j According to your instructions I have had the long ford cleared in the Wairoa river, and also made the road good on the north bank to the main road, which cost £12. The Tbe horse and cart hire in tbis district amounts to £18 7s. In Spring Grove tenders should be invited for gravelling about 10 chains by Currin's line, and about 20 chains between the Wakefield Arms and Mr Hooper's storp. In Hammond's Valley there requires three new bridges ; the inhabitants are willing to erect them provided the Board will find the timber. Mr Chalmers should have notice to clear the gorse from off the road. In Wakefield the road from Foxhill to Hoult's bank has been repaired, costing £35. Tbe road is very bad opposite Mr Mears's. The culvert ordered to be put in opposite Mr G. Fairhall's has been done. Io Eighty-eight Valley 7 choins of gravelling on the rise by Mr Parkes's has been done, it being advisable to remove the stuff out of the stream. The road from the school has been re-formed to remove gorse, and other Bmall repairs amount to £7 4s. In Hoult's Valley, work to the amount of £14 15s, being tbe balance of the sum subscribed, has been let to Mr Griffith and finished. In Waimea West the road in Redwood's Valley was very bad, and it was necessary to attend to the same without delay; it has cost £35. It would be advisable if a certain length of tbis rond waß gravelled every ypar with material from the river. I have been obliged, also, to put two men on to the Hill road. In Eve's Volley tho Surveyor and myself laid out the necessary works for the continuation of tho present road, and let the same to Messrs Hunter and Andrew for the sum of £75. In Dovedale the whole of the works let on the new line of road are being pushed forward." Resolved, •• Tbat tenders, receivable in about fourteen days, be invited for carting gravel from the Richmond pit, and for gravelling the Appleby road; and for the next meeting for gravelling in Lower Wakefield; that the Overseer avail himself of any opportunity of getting metal on the Tutu line; and they to gel a distinct understanding as to what residents in Hammond's Valley will contribute towards that road. Tenders were accepted for forming all the most important portions of the road from Foxhill to Quail Valley, clearing tha road in Trass's Valley, and for supplying horses and carts in Wakefield. A letter was received from Mr Fell, as agent for Mr Seymonr, signifying his consent to the road being taken up Quail Valley, as laid out by the Board, but reserving a right to compensate. Resolved, "That before contract No. 3 be proceeded with, a written engagement not to demand compensation, nor to oppose any proceedings which may be taken to have this road legalised, be procured from all the parties through whose land tho road passes." Warrants were Bigued for £517 15s4d, A letter wss received from the Provincial Secretary advising that of the bye-laws transmitted for tbo Superintendent's approval, No. 1 has been disallowed, and Nos. 2 aod 3 have been assented to. Tbe latter have since been gazetted, being as follows:— No. 1. " The occupier, or in case there shall be no occupier, then the owner of any land upon which a gorse or other hedge shall be growing, adjoining any public road or street, shall so soon as the portion of the siid road or street adjoining his paid land shall bo clear, thenceforward k< ep the same at all times clear of gorse or other obstructions which it may ) easonably be supposed have proceeded from the said hedge; and in case such occupier or owner, as the case may be, shall refuse or neglect to clear such road or street, after receiving fourteen days' notice to do so from the Road Board, he shall be liable to a penalty of not exceeding Forty Shillings/' No. 2. " The owner of any horse, mule, ass, sheep, swine, or other least or cattle of any kind, which shall, at any time atter this bye-law shall come into operation, bo found depasturing in or upon any fenced road, or the sides thereof, witbin the limits of tbe Waimea District,
whether under the tendeace or control of any parson or not, and thereby causing any damage to such road, ditch, bank, or fence, shall be liable to a fine, for each animal ai depasturing and causing any damage as aforesaid, of not less than Ten Phil iogf, provided always that the »mou it of su'-h penalty shall not exceed Forty Shillings." Resolved, " Tbat these bye-laws be inserted in the minutes and advertised once in each paper. . A letter was received from tbe Provincial Secretary advising tbat £66 12s lid, the amount accruing to the Board from tho sale of dog tickf ts, has been paid in, beicg £43 is 8d for Waimea East and Stoke, £11 19s 53 for Waimea South, and £11 lis lOd for Waimea West. Mr Kflling camo before the Board and stated that Government, were willing to adopt the recommendation of the Board made in March, 1873, in reference to a private road through tho property of Messrs Kelling, and which tbey were willing to convey to the Government, but Mr Kelling stated that since that dote other improvements bad been made in the road, and tbe sum of £30 then r'ecommended by the Board had therefore become inadequate. R( solved, " That the Board still recommend tbat tbe sum of £30 bo paid to Messrs Kelling as compensation to that date, and with reference to subsequent improvements the Board will layout in further repairs a sum equal to the value of contribution in labor since that date, so far as those contributions have not been hitherto so met." The Secretcry was directed to advertise, and mukfl necessary arrangements for the forthcoming elections in Stoke, Fpring Grove, and Dovedale. Resolved, "That the next monthly meeting be held on the second Tuesday in July. A letter was received from the Provincial Secretary in reply to a request that a Bill should be introduced into the Council empowering the Board to remove slaughter-houses from precints of towns ard villages, and to erect public slaughter-houses, giving the opinion of the Provincial Solicitor that the clauses of the Public Health Act now in force give all necessary powers to abate the nuisances complained of; "If it is impossible to cleanse old slaughter-houses then the persons carrying on business therein are liable to be indicted for carrying on an offensive trade." Mr Murcott, attended and clnimed payment of a fjrant for a road made in 186& by the Board on certain conditions. The Overseer was directed to examine and report. A memorial was received from parties in Dovedale in reference to the state of the road near Thorpe and to completing the road from Thorpe to Orinoco. Resolved, *' That the Overßeer attend to the lesser repairs, and that tbe other part be deferred for further consideration." A representation having been made as to the state of the new road on Jenkins' Hill, where intersected by the Railway works. The Secretary was directed to communicate witb Resident Engineer on the subject, a stoppage of lhe traffic being imminent if not at once attended to.
