CORRESPONDENCE.

To the Editor of the Evening Mail. Sir — As you very properly noticed the pugnacity of the new Provincial Secretary, I with Iraw what I had written on that subject, and pass on to say — that if I, were an M F.C. (rotwithfltanding the change in the Kxecu-y tivo), I should certninly endeavour to get J fixed- programme of the order in which the pubdc works of the province a>e to be carried out during the recess. It may be a little troublesome, but the public have the right to request that the chronic uncertainty that pubdc works (although agreed to and money voted for them) may or may not be carried opt. Bhould be removed. Private capital, that would frequently be laid out in anticipation, contiguous to new roads, bridges, wharves, &c., is locked up, and enterprise diverted.

It has always appeared to mo that the Provincial Council has had too little to do with passing the Estimates for expenditure. Members are expected to vote without alteration, nr be told that «• they had better come with a nocoufidenco vote." Allow me, Mr. Editor, to ask whether it wou'd not be better if the first business of the session (or ssy by an early day named) was, that the members (previously prepared) should specially point out the wants of their districts with a view to assist the Executire m b ingiog down Estimates that would be acceptable. The gener&l business of the province might be proceeded with in the interim, . and Supplementary Estimates done away with. In conclusion, I think it is due to the j;ublic from the Council, or at any rate it is due to the citizens of this yla-e, that the City members should epeak plainly in the matter - of the Harbor Board— yes or no ;or we must invite them to a public meeting. Is there a jib in the new leader, or is it only playfulness ? —So soon, too. I fear the old coach will not last out, as one of the riogs is broken, I have, &c., Old Eobsb.
