LAST NIGHT'S COUNCIL.
The Council met at 5 o'clock. — The Cattle Branding Bill was, on the motion of the Provincial. Solicitor, read the first time. — -Reports from the Petitions Committee on certain petitions from the Moutere were laid ou the table. The one stated that tho Committee could not recommend the construction by (he Government of a wooden tramway down the Moutere Valley, and the other that they could not recommend the erection of a telegraph station in the Upper Moutere. — The Buller Reserves Act was read ihe third time and passed. — The Council then went into Committee on the Estimates. On the item "Provincial Hospital, Nelson, £1800*' being put, Mr Maclean proposed that it should be increased to £2000, which after considerable discussion, was negatived. The following items were then passed :— Hospitals— - Provincial Hospital, Nelson, £1800; Westport Hospital, £550; Charleston and Brighton Hospital, £550; Grey Hospitals, £1100; Reefton Hospital, £500, Charitable — Maintenance of destitute poor, £1700. Nelson Lunatic Asylum — Keeper, £150; three attendants, one at £70 and two at £60, £190; Matron, £70; Housemaid, £30; contingencies, £1160. Education — Provincial Schools, £7800; Scholarships, Nelson College, £160; Collection of Kate, £120 ; Nelson Institute, £50 ; Nelson Museum, £50 ; Public Libraries, Country Districts, £200 . The items under " Goldfields Local Revenue Board " were postponed. On the item, " Superintendent, £600 " beiog put, Mr Wastney proposed that it should be reduced to £500, which wad negatived on a division, on the question being put that the figures stand, as follows:— -Ayes, 16: Provincial Secretary, Provincial Solicitor, The Speaker, Messrs Shapter, Maguire, Maclean, Parker, Tarrant, Sharp, Ivess, Shephard, Greenfield, Rout, Corbett, Boase, and Kelling. Noes: Messrs. Kerr, Baigent, Wastney. The following items were then passed r—Executive — The late Provincial Secretary and Provincial Treasurer, 2 months (at £450) each £75; the present Provincial Secretary and Treasurer, 10 months (at £350), £291 13s 4d; Provincial Solicitor, £200; Goldfields Secretary, £200. Ditto department — Clerk £300; Messenger, £125; stationery, £60. Land Oflice contingencies, £125, and Justice contingencies, £700, were then passed, aud the Council resumed. The Provincial Secretary moved that Standing Orders be suspended that the Council might consider the postponed items and also the Supplementary Estimates. The motion was lost on a division, as follows: — Ayes 13, Noes 8; the Standing Orders providing that two-thirds of the members present shall vote for the suspension. — The Council then proceeded to consider a series of Waste Lands Resolutions proposed by the Government. The three first which are as follows were agreed to, and the Council then adjourned: — That in the opinion of this Council it iB expedient that the laws at present in force relating to the sale, letting, disposal, and occupation of the Waste Lands of the Crown within the Province of Nelson should be consolidated and amended, so as to be comprised in oue Act, and that such laws should be amended in the following respects: — (1.) That the Waste Lands
Board of tbe Province of Nelson should consist of the Superintendent, the Commissioner of Crown Land-*, the Speuker of the Provincial Council, nnd of two other members, one of whom should be appointed by the Superintendent, aod the other by the Provincial Council, any three of the members of such Board to be a quorum. (2.) That the law and (he administration thereof relating to the sale and leasing of Crown Lands in the Province of Nelson should be the same whether such lands be situate within the boundaries of a goldfield or not except as to auriferous Crown Lands. (3.) That all fees payable in respect of any mineral prospecting license should be paid on the application for such license being made.
