In a letter Mr Gladstone consents to remain the leader of the J iberal party in the Hou-e of Commons, with occasional attend* ance in Parliament during the present session, but reserves the liberty of retirement, and will retire immediately if desired. March 14, Mr Disraeli in his address to the electors of Buckinghamshire says that the Government will uphold all national institution?, and defend the rights of all classes. It provides that each Arrondiaement shall elect a deputy, the electors to be qualifie i by being twenty - five years of age. The bill disfranchises three million voters. Berlin, March 14. The German Parliament has rejected the clause ot the Army Bill fixing the peace footing of the German army at 416,000 men. The National party insist upon reduction. Bismarck is confined to his room by an attack of gout. London, March 14. Cape Const advices to the 22nd February state that all the troops have embarked except the 42nd Highlanders. Genera? Wolseley remains awaiting the arrival of Mr Berkelv, the newly appointed Governor of Gambia. General Wolseley leaves on the 7th of March. Vienna, March 14. A Papal Encyclical condemns the Austrian ecclesiastical bills and urges upon the Bishops to protect the rights of the church. The Pope has written to Francis Joseph to the same effect. Ihe Prince in replying to an address declared that a plebiscite was the only remedy for the political situation and that he was ready to abi.ie by the result. Prince Napoleon was absent.
