[Cablegrams.] London, February 7. ' The Duke and Duchess of Edinburgh -with several, members of the Russian Court have arrived at Moscow. The German Parliament has been opened by an Imperial speech which . expresses confidence in the efforts of the great power to maintain peace. : Alderman Cotton, and Messrs Hubberd and Twels, Conservatives, and the l ,Righfc Hon G. J. Goßchen have been returned for the City of London. Two Conservatives are returned for Westminster. For the electorates of Chelsea, Marylebone, Southwark, and 'Tower Hamlets, Messrs Ayreton, Fawcett, and Jacob Bright defeated Thomas Hughes, who retired. The Marqriis of Hartington is re-elected for Radnor. Four hundred and thirty members, have been returned, and the Conservatives gain sixty-one seats. The Liberals gain 27 seats, but the Conservatives have secured- 71 seats from the Liberals. It is asserted that Mr Gladstone has resigned. ■_ :
