CENTRAL BOARD OF EDUCATION.
January 2, 1874. Present: — Messrs Barnicoat (chairman), Kelling, Wastney, Tarrant, Campbell, Buddie, Rose, Wigzell, Percy, Garin, Talbot, Broad, Bum, Tunnicliffl Minutes of last meetiug read and confirmed. Resolved, on the motion of Mr Wigzell, "That the resolution passed on August 7th, requiring the sanction of the Board to the appointment of substitute teachers be rescinded, and that no person who does not bold a certificate of competency from the Inspector, shall be temporarily up* pointed by a Local Committee." Resolved, on the motion of Mr Campbell, "That the former subsidy, at the rate of £12 10s per quarter, be continued to Pakawau for the quarter ending Dec, 1373, in consideration of the inhabitants having built and furnished a schoolroom at their own cost." Resolved on the motion of Mr Burn, " That £15 be granted towards the erection of a school' house at Brooklyn, Riwaka, provided the remaining cost thereof be found by the neighborhood, nnd provided ihn school when built be , conveyed to the Board."
Neudorf an assistant teacher at a salary of £24 per annum be appointed from December 1, 1873, on account of the increased attendance during the past quarter." Resolved on the 'motion of Mr Burn, "That Mr Reid be requested to offer a specific amount of rent for No. 58, Totara Flat. A letter haviug been read from the Provincial Secretary requesting the Board to certify to the resignation of the Cobden Committee, the Secretary was instructed to apply to the Committee for a letter of resignation signed by each member of the Committee. Resolved, on the motion of Mr Broad, in reply to an application from Mr Guinness, on behalf of Mr Dinan, for the re-admiesion of his four children to the Cobden school, " That Mr Guinness be informed, that before the Board can take any action in the matter, Mr Dinan must first appeal to the Local Committee, in compliance with clause 36 of ' The Education Act, 1863." A letter from Mr Ray, giving his reasons for excluding Mr Dinan s children from Cobden school, was also read. Resolved, on the motion of Mr Tarrant, "That an additional sum of £5 be allowed to the Pangatotara Committee, the origioal grant of £25 having been found insufficient to defray the coat of removing the school." A letter from Mr Whitefoord, referring to Mr Ray's letters of October 27, and November 5, was read ; as also, a letter from Mr Ray, explaining "that it was not his intention that these letters should be looked upon as official." Resolved, on the motion of Mr Broad, " That this Board, having read Mr Bay's letter of December 29th, feels bound to accept his assurance that the letters read at the last meeting of the Board were not intended as official communications, but as private letters to Mr Hodgson. The Board regrets, however, that Mr Ray did not mark these letters " Private,'' as, from the nature of tbeir contents, it was naturally assumed that they were officially addressed to Mr Hodgson who, in the opinion of the Board, committed no breach of confidence in reading them." It was also resolved, "That a copy of the above resolution, and of Mr Ray's letter of December 29th, be forwarded to Mr Whitefoord." Resolved, on the motion of Mr Broad, " That a circular be sent to every teacher in the province to the effect that all letters sent to the secretary by teachers, on matters connected with their respective schools, will be regarded, in all cases, as official communications." Resolved on the motion of Mr Burn, " That Mr M'Vicar's application for nn extension of the time allowed for the completion of the new building in Bridgestreet to February 1, 1874, be acceded to. The consideration of the bye-laws was again postponed. Notices of Motion. 1. By Mr Wastney, " That in consequence of the smallness of the attendance at Clifton Terrace and Lower Takaka schools during the past half-year, the provisions of bye-law 41 as amended, be carried out. 2. By Mr Rose, " That £5 be allowed by the Board as a contribution towards the erection of a chimney at Dovedale. 3. By Mr Campbell, " That to encourage good reading among the scholars of the Provincial schools, prizes for reading and elocution be annually offered by the Board for their competition, and that a sum of £10 be set apart for that pur* pose for the first year.
