In the matter of the Excelsior Quartz Mining Company (Registered), and the Mining Companies Act, 1872.
TTFON the Petition of James Powell and \J George Fall a. of Westport," General Merchants, Thomas Harper Dickenson, of Westport, Tobacconist, and John Gilmer, of Westport, Hotel-keeper, Shareholders and Directors in the abovenamed Company, on the Twenty-fourth day of October, 1873, presented to thiß Court, and upon hearing Mr Shapter, as Counsel for the Petitioners, and upon reading the said Petition, and the affidavit of the said Petitioners verifying the same, and upon reading die notice of intention to apply to the Court for an order to wind-up the said Company, and the affidavit of William Llotd, verifying the service of the said notice, sworn and filed in this matter, the Court doth order that the said Company be wound up under the provisions of the saidAct; and the Court doth appoint the Twentyfourth day of November next, at Eleven o'clock in the Forenoon, es the day for a General, Meeting of the Creditors of the said Company, such Meeting to be held at the Court-house, Westport, and the Court doth direct that the winding-up proceedings be carried on at Westport, and that a copy of this order be served on the Manager of the said Company, at its Registered Office, and on Charles Broad, Esquire, Resident Magistrate. Lyell, and on Alexander M'C'oy and Michael Horneck, LyelJ, Miners, and be advertised in the Nelson Evening Mail, Westport Tima, and lyell Argus, and the Court doth further order that all proceedings in any suit, action, or proceeding against the said Company be discontinued. TO THE ELECTORS OP THE PROVINCE OF NELSON.
/I ENTLEMEN,— I again offer myself as a VT Candidate for the office of Superintendent of the Province. In the event of my re-election I shall at once summon the Provincial Council, and I shall reconstruct the Executive Council from gentlemen representing as far as possible the various interests of the Province, and possessing the confidence of a majority of the nsw Provincial Council. Bat I shall not appoint to the Executive Council any gentleman who is not prepared heartily to assist me in procuring the extension of the Railway from Foxhill to the Grey, and if possible to Westport, and in obtaining a loan for the execution of Public Works. The chief object. with which I propose to seek the early co-operation of the Provincial Council /it to take advantage of the possibility which I believe, cotwithatanding the failure of ray attempt l&st session, now presents itself for the first time since I have been your Superintendent, of obtaining a low of money for the execution of such Provincial Public Works as are most urgently required to promote the settlement and prosperity of the Province, As regards the general administration of your affairs, I can only undertake to continue my endeavors to deal fairly and impartially with all parts of the Province, and with all classes and conditions of its people. Immediately after the nomination I shall hold meetings in as many districts as time will allow, in order to explain my views and intentions in the fullest manner, tnd to afford to the electors an opportunity to obtain from me such further information and explanation as they may require. X consider it will be the imperative duty of the Provincial Government and Conrcil to systematically initiate and carry out such a Policy of Public Works as will have the effect of fully opening; up the interior of the Province, and developing its vast mineral resources. If elected, I would str-ongly" support such a policy, because the successful development of our minerals must produce comiflcrcial prosperity in the Province, and ultimately tend to make "Nelson, what it ought to be, a large manufacturing district. . I am in favor of the Port of Nelson being placed under the control of a " Harbor Board," to be constituted for the purpose; and, notwithstanding the Report of the Select Committee of the late Council, I should, if elected, move in the matter in the Council. As to the Neleon and West Coast Eailway, my viewe are well known to you . Should yon elect me, I will serve you faithfully and to the utmost of my ability, as your representative.
