Candidate'for the office of Superintendent of the Province. \ ( In the event of my re-election I shall at once summon the Provincial Council, and I shall reconstruct thc Executive Council irom gentlemen representing as far as possible, the varipus interests of the Province, and possessing the. confidence of a majority of the new Provincial Council. But I shall not appoint to the Executive Council any gentleman who is not prepared heartily to assist _e in procuring the extension of the Railway from Foxhill to the Grey, and if possible to Westport, and in obtaining a loan for the execution of Public Worka. The chief object with which I propose to seek the early co-operation of the Provincial Council is to take advantage of the possibility which I believe, notwithstanding t_e failure of my attempt last session, now presents itself for the first time since I have been your Superintendent, of obtaining a loan of money for the execution of such Provincial Public Works as are most urgently required to promote the settlement and prosperity of the Province, As regards the general administration of your affairs, f can only undertake to continue my endeavors to deal fairly and impartially with all parts of the Province, and with all classes and conditions of its people. . Immediately after the nomination I shall hold meetings iu as many districts as time wiU allow, in order to explain my views and intentions in the fullest manner, and to afford to the electors an opportunity to obtain from me such farther information and explanation as they may require. GENTLEMEN,— Acceding to the request of several influential electors, I am a Candidate to be ohe of your representatives in the next Nelson Provincial Council. I consider it will be the imperative duty of the Provincial Government and Council . to systematically initiate and carry out such a Policy of Public Works as will have the effect of fully opening up the interior of the Province, and' developing its vast mineral resources, if elected, I would strongly support such a policy, because the successful development of our minerals must produce commercial prosperity in the Province, and ultimately tend to make Nelson, what it ought to be, a large manufacturing district. I am in favor of the Port' of Nelson being plaoed under the control of a " Harbor Board," to be constituted for the purpose; and, notwithstanding the Report of the Select Committee of the late Council, I should, if elected, move in the matter in the Council. As to the Nelson and West Coast Railway, ary views are well known to you. Should you elect me, I will serve you faithfully and to the utmost of my ability, as your representative.
