Wellington, September 24. In the House last night, after one long discussion on the general principles, there were read the first and second time by 41 to 14 the Loan Ordinance Empowering Bills for Auckland, Marlborough, Wellington, Otago, and Nelson. Mr Tolmie tried to arrest the Bills by moving an amendment that it was inadvisable to permit the provinces to borrow apart from the colony, but the amendment was lost. The House went into Committee on the Bills, passed the first clause of each, and then reported progress till to-day. The Legislative Council has abandoned the amendment made in the Timber Floatage Bill.
