The argument regarding the William Tapscott's prisoners was continued to-day, The annual report of the New Zealand Institution shows that during the past five yearß 445 communications were read. Captain Moresby, R N., has lectured to tbe Institute on New Guinea. The tender of John Beaton, of Wellington, for the erection of tbe Taranaki Steel and Iron Company's furnace has been accepted. The Independent to-day alleges that there was a disposition on the part of the Government yeßterday to allow the proposals for Provincial borrowing to sand over until next sefsioD, and a canvass was made amongst tbe Government supporters to induce them to agree to this course. The Government has now iteteni.ined not to depart from their programou, but will submit to the House a series of bills authorising certain provinces to horrow under the terms and general conditions contained in tbe original bill thrown out by the Upper House. Lyttelton, September 22. The Schieballion drove from her anchorage yesterday, and narrowly escaped wreck. She was rescued by the steamer Maori. The Schiehallion had cleared for London. New Plymouth, September 22. The Parikia meeting is ovsr. Tairoa promised that roads and telegriphs should be made: Auckland, September 22. The final selection of representatives at the Intercolonial Rifle Match has resulted in Richardson, Lacey, Goldie, and Reid being chosen.
