The Premier promised to obtain an opinion as to whether tbe Provincial Councils could include in their Ordinances clauses removing the colonial liability. Clause 10 and 11 were postponed. Clauses 12, 13, and 14 wero struck out. Clause 19 naming the exemptions in rateable property caused a discussion principally on the question of rating pastoral and native lands. Mr Vo^-l promised to explain next day the intentions of the Government regarding native lands. The claoße passed.
