PARLIAMENTARY.
Wellington, September 3. In the House last night the Education Bill was read a second time. - The debate on the Provincial Loan Bill has been resumed, i Mr Reynolds defended it as the best that could be done to save Government from the pressure of the provinces. Mr Collins said that according to the last speaker the best thing that could be said of the bill was that it was bad. Mr Reid 'spoke at' length, and said that Mr Bathgate (should have lived in the dark ages to which, he had referred. He was preaching separation in Otago, while Mr ! Eojc was praying for a time when the colony could borrow no more, and when Mr Stafford was paving the way for a public works policy by consolidating loans, which raised the rvalue of the colonial securities. The bill before the House was bad. If shires aud'municipilities had been substituted for Provincee throughout the bill, be would have supported it. In reply to Mr Luckie, { The Minister of Public Works said the j Government had received no application from Westport for the establishment of a i bi-weekly, horse post between Westport and Ngakawabau, but he would favourably entertain such- an application if it were received. The adjourned debate on the Provincial Loans Bill lasted till 230 this morning. Messrs Rolleston, Wood, Reid, Fitzherbert, Johnston, Steward, the Minister of Public Works, Reynolds, Fox, White, and Andrews' spoke. The : Premier replied, and promised to introduce a clause in committee restricting the interest on loans to six per cent. Nearly all the members hoped the Bill would be altered in committee. The second reading was carried on the voices without one dissentient. In the House to-day the following bills were read a first time : — The Permanent Acts Appropriation Bil!$ -Otago Resumes Bill, A Bill to amend the Goidfields Act, 1866.. In reply to Mr Curtis, the Government recognised the necessity' for a lighthouse at Cape Foulwind, and will ask an appropriation for certain lighthouses, and that among others. ■..•■. • ..-.•£-.<•
