The Election of Popes. — It was^omy in a.d. 1275, says the Bout, that Gfegtfry X., at the second Council of Lyons, obliged the Cardinals to sign and sedl a statute which was to regulate irrevocably the proceedings of a conclave on Ithe death of a Pope. This statute enacts that on the tenth day after the deat i of the Pope, the Cardinals are to be shui i«p without waiting for absent members of the College, in a single chamber of the deceased Pope's palace, where they are to live in common. Such was the arrangement settled by Gregory X. to prevejif the scandals which preceded his election "V^hether or no the Cardinals wj« be at the next election starved into unanimity, or rather to the ,A*oper majority required of two-thirds or the whole number is of very little importance. The Standard says that among the most useful of the new features of the International Exhibition of this year is the special department devoted to food and its processes, with its School of Popular Cookery. The promoters of -these exhibitions have been blamed for an excessive use of the word " educational " in connection with their enterprise, but here at least no one can deny that they have formed a species of exhibition most legitimately belonging, tp education. Tbat education is to be conveyed in what seems to us to be a very sensible way, not only by lectures on the theory of cooking, but by practical illustrations of the mode of preparing food in the best, simplest, and cheapest ways suitable for persons of incomes limited to £500 a year, in utensils such as may be found in houses of £40 rental. The subjects chosen for the first lecture and illustrations are mutton cutlets, fried potatoes, omelets, and the French/ pot-au-feu, all dishes of the very simplest kind belonging to all Irue domestic economy, but each of which is to the " good plain cook " of Britain a mystery as great as Sanscrit. The vast, field for's human culture thus opened by the ingenious artists of South Kensington has only to be surveyed by the judicious eye for everyone to be convinced. of its immense resources. If there is one department of life in which the. British aee-i-a^ may be said to have most consn^uously failed it is in the region of cookery.
