PARLIAMENTARY. Wellington, July 17. The Municipal Corporation Water Works Bill "was read the first time yesterday. It provides (hat debentures may be made redeemable within fify years from the issue thereof. Debentures may be given in exchange for works purchased by the Council. The Assault on Constables Bill provides that persons assaulting, obstructing, or inciting others to assault or obstruct constables in the discharge of their duty shall be liable to a penalty of £10, or two months' imprisonment with or without hard labor. Persons offending against tbe Act may be arrested without warrant. The Speaker announced the receipt of a telegram from Mr Hallenstein, resigning his seat. He said he must await tbe formal resignation before issuing a new writ. In reply to Mr Johnstone, the Premier said that two securities of £25,000 from Messrs Webb and Holloway were held by the Government. Mr Webb had refused to pay. The bonds were good. Tne Government would recover the monay. £10,000 was already stopped from moneys due to Webb. Mr Webb moved tho address in reply, and referred to the prosperity of the colony as being due to v the public woiks and immigration policy. The country would feel grateful to the Government il it avoided another native war. Tbe people of the Middle Island would approve of the action of the Government. He trusted the same good feeling would exist between the present Governor and the Ministry as with Governor Bowen. Mr Cuthbertson seconded the address. Mr Gillies said he would not move an amendment, and would not debate the matter now ; some other opportunity would arise. He only spoke lest it might be thought he entirely approved of the address. The House rose at 4.30 p.m.
