The Overseer reported :-^-That Mr. Taylor has completed his contract for grafvellinlg<||he j'-Porifc r:road,VVSz.^ 57i chains, •j amounting )b £15 15s. It would be advisable to grant another 11 chains, which the contractor offers to do at the same price. I have put in a new bridge by Mr. Green's, also a new top on one by Mr. Stafford's. Great inconvenience is experienced by non-delivery of gravel at the wharf by Mr Bullard. The road through Richmond is in wane of some For remainder of news, see fourth page.
Blight repairs. The following works are being proceeded .with, viz,, gravelling the Swamp road ; repairing road by Mr Gapper's, and also the Richmond Alley. On the Appleby road - there is. a coat of gravel required between Mr. Walter Newport and, Mrs Newport, a distance 0f. 15 chains, also some patching. In Waimea West a new bridge has been erected in Eve's Valley, a new top put on one near Mr Eden's, and those in Redwood's Valley covered. About seven chains by Mr Buss's, and two by the Catholic Chapel require gravelling ; also the filling on top of culvert nearly completed by Mr Osborne. In Waimea South the wall from Beligrove In(P to the boundary, Wai> iti Valley, has been put in thorough repair. Some patching is requisite in Lower Wakefield, Forty line, lower end of Eighty-eight Valley, and road by Arnold's. The extreme wetness of the day prevented the appointment on the road from Dovedale to Moutere from being kept." The Overseer was directed to have the extra gravelling on the Port road done ; , to give notice to Mr Bullard to proceed with his contract, or it will be cancelled ; to see Mr Brunner, along with the Surveyor, and try to arrange as to what is to be done in respect of the wharf being interfered with by the railway ; to have the ' gravelling at places named repaired ; and to proceed to Dovedale on Friday next, mark out the work on Moutere road, and let it. Mr O'Connell's remonstrance, against the soil for filling in Richmond Alley being taken from his land, was again brought forward, when the Board decided that they could not alter their previous resolution. , | The Secretary reported that the fencing j on Spooner'a Range had been let to F. Ricketts, his being the lowest tender received. A letter was received from the Nelson Central Board of Health " requiring the Board to furnish as speedily as possible a report in regard to the health, cleanliness, and general sanitary state of the district, and requiring each Local Board to suggest which of the Clauses from 20 to 45 of the public Health Act it would be desirable to bring into operation in the said district.', The Secretary was directed to reply that as far as the Board is aware, the general sanitary state of, the district is good; as regards cleanliness, the only cases that have been brought under their notice are those respecting the state of certain slaughter-houses, on which a report was procured, and notices were served on the occupiers, but as it was found that the Act had not been proclaimed, application had been already made to bis Honor the Superintendent. In the opinion of the Board, Clauses 21, 24, 25, 26, 28, 29, 30, 33, 34, 35, 36, 37, 38. 39, 40, 41, 42, 43, 44, and 45, should be brought into operation, but the Board know of no necessity for any sanitary regulations otter than those now indicated. Tenders were accepted from J. Cockram at £625, for renting the toil-gate; and from J. Watkins, at £42, for forming 40 chains of road in Pigeon Valley, towards Stanley Brook. The other tenders not being considered eligible, none were accepted, and the Secretary was directed to advertise again. The Secretary reported that on the completion of the survey for the new road over the Moutere Hills, he had written to the Secretary of the Moutere Road Board, enclosing a plan of the road; calling his attention to the fact that a very large proportion of the new road lies on the Moutere side of the boundary line, as defined by the last proclamation in, 1867; and that even supposing that the Waimea Board should agree to keep up the portion up to the head of the valley, there will still be about 8 chains eastward of the Saddle, in the Moutere district; therefore, to avoid interfering with . their operations, it was proposed to make that point the termination of the Waimea contract, to which the following reply has been received: — "I have no reason, to doubt the correctness of the* boundary line as laid down by you, but wish to call to your recollection the understanding arrived at on the ground by the deputation from the two Boards, vizi that the Moutere Board should make 1 the new road with their £250 as far as the east side of the saddle,' then determined to be cut through; that this was the intention of your deputation there can: be no doubt, as.their report plainly shows, when they recommended that the Waimea Board should spend the money placed at their disposal by the Provincial, Govern-: ment {£250)!, in improving the road be-: tween the ridge and the Waimea; this recommendation, you Informed;; me; your! Board resolved to adopt. my calculations in letting out the work on the Moutere Bide."" ' - Resolved: "That tye Waimea ftoad; Board regret that, for reasons best known to himself, Mr Tarrant has, in quoting from the copy of the resolutions sent him, omitted' a very material part, and that in reply to his letter, Mr Tarrant be remind- ! ed that the agreement between the Waimea and Moutere Boards throws the foundation of the new road, west of the boundary line, on the Moutere Board; that at the time of the interview on the Moutere Hills, the actual boundary was unknown; that the expenditure of £280 by the Waimea Board, between Waimea West and the ridge referred to by Mr Tarrant* would, if begun at the Waimea West end, leave a large portion of the line towards the top of the range within the Moutere limit still untouched; that the Waimea Board do not wish to continue strictly to the agreement between the two Boards, but are willing to carry it out in the spirit on which it was entered by expending the sum voted by the Council to the utmost public advantage. That the Waimea Board is even willing to contribute towards the portion of the new line lying between the saddle and the boundary line of the two districts, although within the Moutere district, but before voting any sum to such a purpose, this Board must be satisfied that the whole of the £500 voted by the Provincial Council is exhausted. As, on an examination of the plan, it appeared that only about 18 chains out of the 43 included in the Waimea contract/ are within the Waimea district, although this portion includes about two-thirds of the whole work, the Board resolved that, if agreeable to the Moutere Board, they would be prepared to hand over to them £100 out of the special votes, and confine I their operation/ to the portion in their own district. The plan and estimate for proposed improvements on the road by Mr Biggar's having been examined, and a letter from the resident Engineer read, the matter was postponed until the next meeting, so that the surveyor may confer with Mr Austin and report. Letters were received from the Provincial Secretary advising them that a second instalment of £130 on account of the grant under the Payment to Provinces Act, also of £210, balance of the vote of the Council, have been paid in. A letter from the Provincial Secretary was also read stating that the consideration of the Board's recommendation in reference to Mr Selling's claim has been deferred until the estimates are being prepared. Mr Baigent reported that a line, reputed to be very favorable for a road, has been blazed up the u Right-hand Valley " in Pigeon Valley. The Surveyor was directed to survey it, and if suitable, to invite i tenders for the formation of a road. ! Warrants were signed for £214 7s 6d. The Overseer was directed to arrange | with Mr Jelly man about some gravel which he had offered to the Board. The Secretary was directed to get the account rendered by Messrs Adams and Kingdom taxed, and afterwards to settle it. Application was made by Mr W. A. Morrison for leave to cut down some trees on the road at Foxhill, which overhang his land where he is going to fence . The Secretary was directed that the Board will not object to his doing so. Mr W.. Reader applied for assistance in improving the road to his farm in Bridge Valley. The Overseer was directed to examine and report. Resolved : " That if, as it would appear, the clauses in the Highways Act, 1872, providing for the division of existing Road Board districts into sub-districts be imperative, his Honor the Superintendent be respectfully requested to cause a Bill to be introduced into the Provincial Council at the coming session to give effect to the intention of the Council as regards such sub-division." Resolved : " That the Highways Act be also amended, so that, together with powers , given by the Highway Boards Empowering Act of the General Assembly, the District Board may be enabled to frame by-laws." Resolved : " That tenders be invited for forming portions of the road in Dovedale between Buss' Bank and Blue Creek." Resolved: "That in consequence of the sitting of the Council, the next, meeting of the Board.be held at the Star, Richmond, on Monday, May 5, at 10 a.m."
