In the House of Commons Mr Gathorne Hardy moved that the Governmsnt inform the various Powers that .dissented from the principle upon which the basis of the Geneva award was determined that the rules of the Treaty of Washington rendered the observance of neutrality impossible.. Mr Gladstone said in reply that" the Government would ask. the ; United States ,to. withdraw the rules and substitute others, and they would then submit them jointly tb the Powers. The motion was then withdrawn. Mr Gladstone stated in theiHouse .of Commons on the 25th instant, that the award of the arbitrators would not come out of the present surplus L revenue. , ' Money Wigram died on the 24th.
