The official correspondence between the Governor and Mr. Waterhouse has been, placed at the disposal of this Agency — On February 4, Mr Waterhouse wrote to Mr. Vogel to the effect that he intended to resign, as he was only nominal, while he (Mr Vogel) was the real Premier. Mr. Vogel, replied, advocating a new policy, and Mr Waterhouse administrative reform. On February 20, Mr. Waterbouse wrote a letter to the Governor stating that Mr. Ball's resignation so much affected his position, that he must . I now resign. He did not wish the Governor to think that 1 this was meant by him to involve the resignation of the whole Ministry. < On February 28, the Governor answered that he failed to see any reason for his (Mr Waterhouse's) resignation, which would ipso facto dissolve the whole Ministry. He also suggested the convening of Parliament, and requested Mr. Waterhouse to reconsider his decision. On March 1, Mr. Waterhouse replied, expressing his dissatisfaction at the Governor conferring with the rest of the Ministry. He said that the Governor was not bound to visit Auckland. It was not the duty? of Ministers to summon Parliament. He regretted that the Governor, while re-, fusing to receive his resignation, was ignoriog hitu in" the Government of the colony. The Gover- . nor's endeavor to, induce another Minister to publish the correspondence was tantamount to accepting his resignation. ", . : On March 2, Mr Waterhouse again wrote to ■■ the Governor stating that he was not justified in ' affording him the means of leaving the colony, he had therefore instructed the Luna not to leave Wellington without (his) the Premier's express, authority. , v On March 1, the Governor answered the memo-' randum, expressing :his surprise at Mr. Water-* house's remarks regarding the communication between the Governor and the-Ministers, when it was only done to dissuade him irom resigning,: and accuses Mr. Waterhouse of refusing to attend on the Governor when 'summoned by his Aide-' de-camp, thereby obliging' the Governor to confer with the Ministers:; He proposed that Mr. Vogel, on his return, be requested to become Premier.
