February 5. — The Conference has considered the border duties. Wallis, lately expelled from the betting ring, goes home by the same vessel as the Governor. The Electoral Reform Bill has been introduced. In the Scullers' race for the championship between Hickey and Rush for £200 Rush won. The results of the proceedings of the Intercolonial Conference are as follows : — Regarding the Galle service, that Melbourne be the terminus, the cost of the branch service to Sydney to be included; the sever a! Australian Governments to contribute a portion to the correspondence sent; the Government of Victoria to take the preliminary expense of forwarding quarterly accounts to the other Governments. Cockburn Sound to be substituted for King George's Sound as the port of call. The Sydney and New Zealand delegates lodged . protests against Melbourne being the terminus. . A resolution was adopted in favor of a mail service between Singapore, Brisbane, and Sydney, provided the total cost does not exceed £25,000 a year. The Imperial Government is to .be asked to contribute £5000. The Conference agreed to recommend the Imperial Government to give £20,000 to the San Francisco service. The rates of postage to the United Kingdom to be the same as hitherto, and uniform with the intercolonial postal rate, namely, twopence. It was proposed, but the votes were equal, that a cable be constructed between Singapore and Queensland, and that the Intercolonial Telegraphic Tariff be one shilling for ten words, and a penny for every additional word. The Imperial Government is to be requested to subsidise the through cable to the extent of £25 000. . The Conference resolved to urge upon the attention of the Home Government the subject of intercolonial reciprocity. A motion was carried in favor of a Customs union for revenue purposes only. The question of lighthouses was referred to a Nautical Committee. The Committee reported in favor of increasing the strength of wines to be admitted at one shilling to 35 degress. The Conference al? o made recommendations on the following subjects :— Remedies .against absconding debtors and criminals; diseases in stock; Fiji islands colonial statistics, etc. Messrs Yogel and Reynold** addressed a memorandum to Mr Parkes regarding the Webb line, offering a service without any subsidy from New South Wales except payment on letters.
