I think that, as a matter of fairness between the parties concerned, the County of Westland should give at least equal security, and comply with at least similar conditions to those imposed upon this Province. But if tlie Govemmant consent to take security from Nelson for £27,200 in place of £54,400, other conditions being as now agreed upon, I leave the responsibility of making terms with Westland to the Colonial Government, subject only to one condition, namely, that there shall be no charge upon the coals for wharfage, or port charges of any kind, and that sufficient land for storage aud other purposes of the mine shall be provided free of cost.
