Mr. Reynolds will movena auamenlment thnt with a view to rendering Provincial legislation more efficient, the present provinces sboufd be abolished and two new provinces constituted : one consisting of a province in the North Island, and the other a province in the Middle Island ; aud. further, that the Government be asked; to introduce a Bill giving effect to these resolutions duriDg the present session. The Independent, in its summary article to-day admits- the weakness of the Ministry, and says that probably a vote of want of confidence will be moved after the productiqb of ,' ,the budget, in which case the Ministry will have a hard fight to keep' their -seats. It says that it is undeniable that they have been guilty of many shortcomings and mistakes.
