The 4th clause of the Highway Acr. rca'ls as follows : — '• After any such rate shall have been levi-d, then tvt-ry person who shall have puid the then lust rate sn levied for the district shall be entitled to vote nnd talce part at such m etings or elections • Provided always, that such person shall have paid all rates for which he shall then be liable." &c—Kd.
