FOREIGN NEWS.
Thiers on the occasion of closing the French Assembly for the Easter recess, said that order in the interior and peace abroad were assured to Prance; Europe is well disposed towards us. Our revenge weuld be to reconstitute the country with regard to alliances, Europe holding itself in reserve. No power wished to bind itself. The treaty of commerce between Erance and Belgium has been announced by the Assembly. The proposed tax on raw materials has been abandoned for the year 1872 . An Ambassador from Khira has been dispatched to St. Petsrsburgh, courtiug the friendship of the Czar. Some Municipalities in Spain are associating themselves to obtain the restoration of Gibraltar. The House of Commons rejected Vernon Harcourt's motion to reduce the national expenditure. The English Press comments on the absence of any programme in Disraeli's speech at Manchester. Washington, 4th April. — The Foreign Committee of Congress recommended a suspension of action in the Eishery Bills, ovring to the condition of the Washington treaty. The Eepublicans have carried Ehode Island elections. For remainder of news see fourth page.
