WAIMEA ROAD BOARD.
D— — — — Tuesday, Apkil 2, 1872. The Hoard met at the Bridge Hotel. Present : Messrs. Wiu, Barnicoat, and JKout. The minutes of last meeting were read and confirmed. The Surveyor reported having ranged the road line at Spring Grove, and was directed to inform Mr. Newman to place his fence in line with those of Messrs. Rutherford and Niemann. The Secretary reported proceedings at Court for the recovery of rates, &c; also, as to notices ordered to be served. A letter from the Provincial Secretary was read, enclosing a circular from the Colonial Secretary's office, explaining the conditions uuder which Road Boards can obtain the amounts allotted to them under the "Payment to Provinces Act, 1871." The letter also advised the Board, that the sum of £690 17s. had been alloted to the Waitnea district, payable on the conditions named in the circular. The Secretary was directed to state, when acknow'edging the letter, that in the Board's opinion it would be more advantageous if the allotment were made at an earlier period of the year, so that the Board could avail themselves of the most suitable season for carrying on the work, an object which on this occasion the Board had partly secured by anticipating the amount, accruing unds-r the ' Payment to Provinces Act." The Overseer and Surveyor were directed to examine the roads in the outlying parts of the district, and report on tneir requirements, with estimates of cost ; also, to prepare specifications, and call for tenders for buch pressing portions as could probably be executed for the amount available under the above-named grant. The proposed alteration of the road in Dovedale leading to the Moutere having b:en brought before the Board, the Secretary was directed to convene a meeting of the residents, in order to obtain an expression of opinion on the subject. A deputation, consisting of one member of the Board, the Overseer, and Secretary, was appointed to examine the two lines, and to attend such inee'ing. The Secretary was desired to inquire of Mr. Shephard whether, as the Board purposes improving the trunk-road in Quail-valley, he will insist on a strict adherence to the road as shown on his Crown grant ; or whether he wiil consent to such deviation as may be considered advisable in order to improve the line of road, or to reduce the cost of formation. The Secretary reported, that having examined the plan made from the original survey of the land now owned by Mr. Paap, before any road had been laid out, it appeared that the linkages (which are all in excess of those on the grant) were identical with those on the plan produced by Mr, Paap. The Secketaky reported that the work on the road in Ricketts's Valley had been let at 20s per chain to the parties applying for the special rate; be also produced a copy of the plan appended to the Magistrate's order for alteration of road in the valley, showing that the road through section 60 (Mr. Tunnicliffe's) was included in such order. Mr, Osborne attended, when it was arranged that an additional bridge should be erected on the road in Redwood's Valley, Mr. Osborne to clear the water-course on the north sidle. Mr. Rowe attended and obtainec! permission to make a culvert at the junction of the mill road with the trunk line. A letter from the Land Commissioner was read, requesting the Board's opinion as to the stopping-up of certain roads through sections 56 and 80, in the Wai-iti' Valley, so that they njight be conveyed to Mr. Shephard in satisfaction oj: alleged damage. Resolved, That the Board sees no objection to legally stopping-up the portions of old road through section 56, which by the making of the new portions are" praciically stopped. In referejapeto the road through section 80, the /Board is of opinion that it would not be advisable to. attempt to stop it, as 'three partjes. besides Mr. Shephard are interested, and ther.e. would most likely be opposition to the application.
