WAIMEA ROAD BOARD.
Tuesday, December 5. The Board met at the Bridge Hotel. All the menibers present. The minutes of last meeting were read and confirmed. The Secretary reported having, in company with the Chairman and Overseer, visited the roads at Thorpe and by Mr Kiell's and decided on the work to be done; and that the work on the Thorpe road was let at the same tithe* as authorised. The Secretary reported the result of the proceedings at Spring Grove Court, on the 4th, for the recovery of rates. The schedule accompanying the Land Commissioner's letter having been examined along with the district plan, the Board decided that they could not recommend the marking out of any road through certain sections, as they would only be of use for access to Crown lands. The remaining sections to be considered at a future meeting. The question of improving the road to Orinoco was deferred. The Secretary reported having gone lo Trass's Valley, but as the applicants still objected to a portion of the road surveyed by the Government, he was unable to do anything. Mr. J. Tunnicliffe, being in attendance, stated bis objection, and was referred to the Government, as the Board declined to undertake proceeflStegs to procure an alteration of the road. The Secretary reported, that in consequence of information received tbat Mr. H. Busch was willing to accede to the Board's offer in reference to a road ,in Aniseed Valley, proceedings against him had been suspended. Mr. BusCH, being in attendance, stated the terms he expected,- which the Board declined to entertain. The Overseer haying reported that Mr. C. Andrews had notfreriioved the obstruction on tbe by-road, the Secretary was ordered to take immediate proceedings. Road in Ricketts's Valley.— --The Secretary reported-that he had examinei tbe plans at the Survey-office, also the Magistrate's order dated December 8, 1856, on tbe application of Mr. A. Dobson, in which the road both through 54 and 60 was included, and there could not be a doubt as to its being a legal road throughout. Having been informed that some parties wished for an extension *of the work proposed to be done, the specification ordered had not been prepared, as it would be requisite to see the place. Mr. T. Tfnnicliite. jun., attended to complain of the manner in which the Board intended tb spend the vote for a road to the Waimea South cemetery, and produced a letter from tbe Provincial Secretary addressed to the Board. From tbis letter it now appeared thot the sum of £100 handed over by the Government to the Board for the " road to cemetery, Waimea South," and which, in absence of other information, had been treated by the Board as a sum granted by the Council for the purpose of rendering that cemetery more generally accessible to the inhabitants of the district, was only intended to be spent on the road j between Forty-Line Bridge and tbe cemetery. It was resolved — That, as it is understood that the intention of the memorialists was to obtain access to the Waimea South cemetery, the Board caunot imagine the Government wishes to spend tbe £100 voted on part of the roads leading to the cemetery when the whole of the approaches can he made good for the same money. The following tenders were accepted : H. Kenyon, forming road by Mr. KeiU'P, 18s. per chain; J. Watkins, road to Waimea South Gemetery, No. 1, £23 83.; R. Wallace, do., No. £32 145.; W. Reader, ditto, No. 3, £35 ; C. Schroder, gravelling " Clover Road," 16s. 6d. per chain, conditional on Mr. Rutherford paying half the amount, which the Secretary was desired to apply for, sending at the same time a copy of the Board's resolution, No. 11, containing the conditions under which tbe Board grants aid to byroads. The Secretary reported tbat when issuing summonses for rates, those parties indebted on account of land leased from the Crown had been passed pending instructions. He was desired to sue all such parties. Resolved: Tbat while the Collector is suing for rates, none shall be received except by him. Resolved: That the Board caunot grant any remission of Mr. Gapper's rate as applied for. The Secretary produced a plan aud estimate for a bridge on the by-road near Mr. Selling's. As there** is no present prospect of the parties interested contributing their quota, the Overseer was directed to have tbe road fenced across to prevent accidents. >, Resolved : Tbat Messrs. J, Mackay and H. Stafford have notice to trim their thorn fences which are shading and encroaching on the roads. The Overseer was directed to remove a quick fence on the road near Mr. James Gibbs. A memorial was received from owners and residents about Eves' "Valley, representing the state of the road there as being so bad during winter that timber and fencing which could be supplied from that valley bad to be brought from Wakefield to their loss and injury, and urging upon the Board the necessity of at once commencing the alteration of the road long since surveyed and for which the money was voted. Reßolved : That tbe memorialists be informed that although the money was voted and applied for it has never been received, and that consequently the Board is unable at present to comply with their request, but that the Overseer will be directed to attend to tbe lower part of the road. A letter was received from the Provincial Secretary in reply to au application for money on nccount of votes, stating that •■ the recent legislation affecting the Provincial revenue prevents the Government from deciding these questions until theyare in possession of further .information, which has been promised by the Colonial Government." Mr. W. Eyles applied for assistantance in forming a road. Resolved :— That Mr. Eyles be informed that as the road only leads to his place, the Board caunot consistently with their rule grant any aid. The Secretary reported tbat Mr. Webbey, who had. promised to give gravel for the Hope road, now demaads £5 for what .will do the twenty chaius. This the Board declined until it' is ascertained whether the parties specially rated will agree to the extra amount required. An application from Mr. Bullard for •permission to use the barge to convey wheat to Richmond was granted, provided the' barge be kept in good repair 1 ; Mr.
Bullard to be also informed thattheßoard will not expect him to deliver any shingle during the next two months. Messrs. Sellon, and Andrews attended and applied for assistance in improving the road into Pig Valley, where a large quantity of excellent lime could be obtained. In consequence of the present state of the funds, and of the information conveyed in the Provincial Secretary's letter, the Board could not promise any assistance. The Overseer and Secretary were directed to examine the work and report. Resolved, Tbat the rate for the current year be levied at three-farthings in tbe pound. An application from Mr. T. Price, jun., regarding the alteration of a water channel, was deferred till next meeting. A warrant for £131 19s. 3d. was signed by the members.
