PAYMENT TO ROAD BOARDS. To THE EDITOK OP THE NELSOX EVENING MAIL' Sir, —In your yesterday's leading article you touched upon a subject possessing no little interest for residents in outlying districts, and I was glad. to see . the matter taken up by the Press, as it is one which has presented as great difficulties to my mind as you adroit it has done to yours. Ido not think, however, that you have put the correct interpreta- ! tion upon the Act, although I admit that you may have done so, as it is one which, from the mauuer in which it is framed, may be capable of many explanations. , My idea is — and I ask you to give publication to it, because I look upon it that this is a subject which should be thoroughly discussed — that the two particular clauses to which you referred can be made to work together in this way: — The Superintendent having decided upon the classification of the Road Boards iv his provipce, is to apportion to each class a certain sum to be divided amongst the several Boards in such classes in proportion to the amount of rates raised by them, those in Class I. rec^!^^^^^y^ proportion awarded to ClaM^^^^^p^ those in Class 111. a double tpr o p o'rtion«i§|| amount to those received by Boards classed as No. 11. Your objection to the subsidy being in proportion to the rates raised is well put, and in that I entirely agree with you, as I consider that to him who hath should not be given. I am, &c, R. B.
