The Legislative Council have passed a resolution that the Provincial Governments shoiild not be permitted to (borrow ou security of territorial or ordinary revenue, or directly or indirectly charge the revenue of the Province beyond the amount permitted by law. In reply to, Mr. Collins, Mr. M'Lean said that the Mauawatu dispute was of no importance, and he was not aware that the survey had been actually interrupted. Mr. Steward moved a resolution in favor of the reduction of the postage on newspapers to a half-penny. Mr. Reynolds opposed the motion, as the cost on the inland conveyance of newspapers exceeded even the present postage. f • Mr. Gisborne -said that the Government could not this year suffer such a loss to the revenue as this reduction would involve. - Mr. Bathgate and Mr. Reeves thought tbe revenue would benefit instead of suffer by the reduction.
