Wellington, October 5. The Franchise Extension Bill was introduced last night. It gives votes to persons receiving salaries of not less than £100 a year who are lodgers paying not less than £40 a year, and have been resident in the district for six months ; also to all persons rated for Municipal, or similar purposes, who are not otherwise qualified. Mr. Creighton introduced a Permissive Bill. Nearly the whole evening was occupied in discussing Mr. Farnall's motion relative to the expenditure north of Auckland. Ultimately, it was further adjourned. Mr. Steward's Newspaper Libel Bill was thrown out on the voices on the motion for the second reading. A debate took place on Mr. Wood's motion for the abolition of civil service pensions. Au amendment by Mr. Creighton, to the effect that all existing Civil Service Acts relative to pensions be repealed, provisions being made for accrued vested rights, was accepted. Mr. Yogel promised to give to-night an outline of the provisions of the principal Government Bills.
