PARLIAMENTARY.
Wellington, September 20. Mr. Stafford asked the Government to postpone the debate on the Finanoial Statement until next Tuesday, as it was utterly impossible to arrive at any conclusion regarding the proposed changes until drafts of the bills to give effect to them were submitted for consideration. Those bills really formed the kernel of the proposals, and itwas useless discussing the Financial Statement until those were before the House. Mr. Vogal said he was prepared to answer any questions, but the Financial Statement was intended to be as elaborate a statement as possible of the terms of the bills, until the bills themselves were prepared. Time was very valuable, and to grant adjournment would amount to a week's suspension of sitting, and even then it was doubtful if the bills could be got ready. He indicated a variety of points in the Statement which could be discussed so as to enable the session to end in five or six weeks. If time was no consideration, an adjournment would be rather a convenience to Government, but the session would then probably last ( ill Christmas. Mr. Kolleston also spoke in support of the adjournment as calculated to facilitate the transaction of business. He was not at present in a position to support the Government policy without further explanations. 3 p.m. The Motueka Election Committee have decided that Sir David Monro shall not retain his seat, and that Mr. Parker must be declared duly elected. Under the circumstances they ' recommend that each party shall pay his own costs. The debate on the Financial Statement is adjourned until Thursday, on the understanding that the Ordinary Estimates be gone on with, and that the debate on the budget shall not commence until Tuesday.
