Late Cape papers state that the Governor, Sir Henry Barkly, had arrived at the diamond mines. The fiuds have been extraordinarily numerous and valuable. During the fortnight prior to the leaving of the last mail the largest diamonds found are given as of the following sizes : — 93 carats, 44, 32, 16, 14, and several of 10 and 12 carats. The 93-carat diamond was found by \two Dutchmen at Cawood's Hope, and i\ is said to be a splendid gem. The Satufdayyßeview thinks that the greatness and -prosperity of the United States are rendered possible by the fact that, " the Government is not required to govern." .... It says : In the most conspicuous State of the Union half-a-dozen swindlers at this moment notoriously control both tbe Legislature and tbe municipality of the capital. The American nation possesses high qualities, and ie capable oA great achievements ; but iv republican institutions are administered by many of the coarsest and most unprincipled members of (he community. When you find a man ,who iz very Bolisitus about the Welfare ov everybody, yu, kan safely puj him .down az qne who iz hunting for a misfortune.
