(from our own correspondent). GOVERNMENT SCHEME CARRIED IN MODIFIED FORM, WITHOUT A DIVISION. Wellington, July 21st, ' 11.15 a.m. Mr. Vogel delivered a most brilliant and effective speech of 3^ hours' duration last night. A resolution, assenting to the Government proposa's, was carried on the voices, amid loud cheers, there beiug but three feeble Noes. All the members who had taken a leadh)g part in the Opposition received a severe castigatiou at the hands of the Colonial Treasurer. Considerable modifications are made iu the Government Scheme. The loans are not to exceed Four Millions, inclusive of the Million already guaranteed by the Imperial Government. One Hundred Thousand Pounds are to betaken from the amount proposed for the purchase of Native Lands, and to be added to the sum devoted to the supply of water to the Goldfields. Capitation allowance to the Provinces to be adhered to. I : = ■
