ROME.
January 6. The second public congregation of the OGcumenical Council commenced this morning. The Pope was present, but there was no procession to the hall of the Council, and no opening address delivered. Mass vsas celebrated, after which each father delivered to the Pope his profession of faith, according to the formula of Pius the Fourth. January 8, The commitiee on Dogmas has commenced its sittings. Several extra Roman Fathers have signed their names to a petition to the Pope, praying his Holiness to present to the Council an opportunity for declaring the dogma of infallibility.' It is evidently their design to force the Holy Father into this precipitate policy, as they are doubtful about obtaining a sufficient number of adherents unless he himself publicly favors the dogma. The reports that the Pope will allow no discussion of the question of infallibility in the Council unless he is sure of the result are confirmed. He receives such petitions as the above, but simply as expressions of homage to the Holy See.
