A long discussion took place on Mr Stafford's motion that the 18th regiment be retained in New Zealand; the motion -was carried on division by a majority of 20 for the upsetting of the 'selfreliant policy' so much boasted of at the beginning of the session. The amendments proposed by the Governor in the Printers and Newspapers Registration Bill and Lunatics Bill were agreed to. The conveyancing Charges Bill was read a second time. In the course of the debate Mr Yogel stated that as much as £5000 to £6000 has been lately charged in Otago for the transfer of some property, although the dieds were very easily drawn and contained no difficulty, and Mr Main that he knew of one case where the conveyance only covered a single sheet of parchment, the consideration money amounted to £120,000, in which the scale of commission was insisted on. Mr Fox opposed the bill on political economy grounds. The amendments made in several bills by the legislative Council were agreed to. Monday, October 5. HOUSE OF REPRESENTATIVES. The adjourned debate on the Legislative Gouncil Bill, in which all the speakers spoke highly of the attention to the business of the country displayed by the Council, ended in its being rejected by a majority of 12, Messrs Collins, Stafford, and Wells voting with the minority, aud Messrs Baigent and Parker with the majority. Several bills were read a second time. Tuesday, October 6. HOUSE OF REPRESENTATIVES. A division took place on the Canterbury and Westland Public Debts Apportionment Bill, with •a majonity of 13 for it. Messrs Stafford and Wells voted for and Messrs Baigent and Parker against it. Mr Hall moved that the annual session of the General Assembly should be held at an earlier period of the year than hitherto. Agreed. Some of the amendments made by the Legislative Council in the Westland Waste Lands Bill "were agreed to, and a committee was appointed to prepare reasons for disagreeing with the re--maiuder The Land Drainage Bill and others were re•ported with amendments.
