SUPERANNUATION COMMITTEE REPORT.
The Select Committee appointed to take into consideration Message No. 4 and paragraph No. 3 of his Honor's Address, report as follows : — That this Committee disapproves of the" Provincial Council committing itself to any act tending in the remotest degree to the establishment of a system of superannuation, but rather approves of its continuing to vote such salaries to the public officers as will afford them a fair remuneration for their services independently of the prospect, of superannuation, and will enable them; with the fair exercise of prudence, to provide for the exigencies of the future. That Mr. Rodgersou's salary, until the last three years, appears to have been exceptionally low; and having regard to this fact, as well as to the great length (no less than 23 years) and faithful character of his services, bis failing health and advanced age, this Committee recommend that the sum of £175 be granted to Mr. Rodger- „ sou, who is now retiring from the public service. The Council having already expressed its general concurrence with the spirit of the 3rd paragraph of his Honor's opening Address, and its readiness to devote itself to the consideration of any regulations fiamed by his Honor with a view to the possible necessity for future reduction in^ the departmental expenditure of the Province, your Committee will confine itself to this recommendation — that, looking to the fluctuating nature of the returns from gold miniug, the engagement ef officers on ' the goldfields should, in future, be on the understanding that such appointments' should be terminable, as regards heads of departments, at the expiration of six calendar months' notice, and as regards all other officers, at the expiration of three mouths.
