[From the Melbourne Argus.'] Sydney, May 16. Private letters state that the Marquis of Normanby, lately Governor of Nova Scotia, will succeed Governor Sir John Young. The loss of the Lombard is confirmed. The past four months' yield of gold shews nearly a third decrease. May 17. Bertrand has been remanded till next sessions. The Jockey Club entries are the largest ever known here. For the Champagne Stakes of 186S there are 45 entries; for the Derby, 42 ; and for the Leger of 1869 there are 44. In each of these races Fisher has four nominations, and L. L. Smith one ; Espoyer (?), one ; Waldock, one ; and Keighrau. two. For the Produce Stakes of 1870 there are 112 entries; Fisher has eight, L. L. Smith two. For the Leger Handicap of 1868 there are 17 entries ; Fisher has five, and Keighran one. For the Sires' Produce Stakes of 1869 there are 38 entries. For the Mares' Produce Stakes there are 48, of which Fisher has three. The insurance companies raise their rates on the Ist prox. May 18. The Chief Justice has personally examined the books of the Commercial Bank, regarding Johnston's defalcations. The result is unknown. May 20. The Vernon shipped the first draft of boys to-day. Johnston has been sentenced to three years' imprisonment. Nagle, for his attempt to murder the magistrate of Parramatta, has been sentenced to three years' imprisonment. The Chancellor of the University's address announces a new system, similar to that of Melbourne University. Dr. Badham, the new Principal, delivered a masterly address. Three bushrangers have robbed Ah Sang's store at Tumberumba. They shot the proprietor dead. Two persons who are suspected have been arrested. May 21 . Advices from Carpentaria report that that there was but little sickness. Mr. Landsborough had discovered a good harbor. The Warren Hastings brings 10,000 bags of sugar, aud reports sickness at Mauritius. Quinine was selling at £30 an ounce. The vessel lost three men on the passage. The banquet given to Dr. Badham was a success. All the leading colonists were present ; the Premier presided. Three men have been arrested for the Tumberumba murder. May. 23. The Brisbane Parliament has been prorogued to June, with a view to a dissolution. Thunderbolt robbed the northern mail on Wednesday. May 25. Fifty tons of quartz from Emu Creek reef have yielded 220 ounces of gold. Other portions of the reef are equally rich.

\ Sir C. O'Loughlen's Bill is substantially the same as that which he laid before Parliament in a former Session. There is the same provision that in respect of reports of speeches at public meetings " lawfully assembled for a lawful purpose," the speaker shall be liable, but not the newspaper, provided it did not decline to publish an explanation or contradiction. The Bill allows payment into court. There is also , the provision that there shall be no private indictment for libel without the sanction of the AttorneyGeneral, unless it be a libel published with intent to extort money ; and also that on an indictment for libel the defendant, or husband or wife of the defendant, may come forward sis a witness for the defendant. The present bill deprives the plaintiff of costs if the damages do not exceed £5. It omits the clause proposing that in an action for libel proof that the defendant believed it to be true, and published it with a lawful object, shall be a defence, unless the libel was calculated to cause actual damage or loss. A genuine Yankee adventurer, having heard that a new speck had been discovered on the sun's disc, asked if it was a safe spec, as he did want to do a little trade.
